Meta published its EU user numbers again this week. It has to do this twice a year because the Digital Services Act forces it to. The number people noticed: Instagram sits at roughly 297 million monthly users in the EU. Facebook sits at roughly 264 million.

Instagram is ahead by more than 30 million. The gap is interesting. The trend line is more interesting. Instagram keeps climbing and Facebook has been flat for a while now.

I know what you're thinking. That's Europe. You work in India, or your clients do. Fair point. So let me be clear about what this number is and what it isn't.

What the report actually is

It's a legal filing, not marketing. Meta has to report average monthly users in the EU for each of its apps, and it can't round things up to look good. The filings live on Meta's regulatory transparency page.

That's the whole value here. Most platform growth numbers you read come from press releases or outside estimates. This one gets filed under a law with penalties attached.

It also has a hard limit. It only covers the EU. India isn't in it. And India is still Facebook's biggest market by user count, by a long way. So nobody should read a European filing and go delete their Facebook Page.

Why it still matters here

Because of what clients ask for.

Walk into a small business in Indore or Kochi and say you do social media. Nine times out of ten the first thing you hear is "we need a Facebook page." Then Instagram. Then maybe YouTube, if they're feeling brave. That order got set around 2016 and most people never updated it.

Meanwhile the attention moved. Reels pay. Page reach for a small local brand is often awful now, sometimes 2 to 4 percent of followers. When a shop owner asks me why their Facebook posts get 40 views, the answer is rarely the caption. It's that their audience stopped opening the app.

The EU number is just the cleanest public proof that this shift is real, reported by Meta itself.

I don't think Facebook is dead in India. Not close. It still works for some businesses and I'll get to those. But "Facebook first, Instagram second" as a default plan isn't a plan anymore. It's a habit.

The one thing to do this week

Stop arguing from vibes. Get your own number. This takes about ten minutes.

  • Open Meta Business Suite on desktop and go to Insights.

  • Set the date range to the last 90 days.

  • Look at Reach, split between Facebook and Instagram. Write both down.

  • Go to the Content tab and sort by reach. Note your top five posts on each side.

  • Divide reach by follower count for each app. That's your rough reach rate.

Now you have two numbers per platform. Compare them.

If Instagram's reach rate is more than double Facebook's, cut Facebook down to two or three posts a week, all repurposed, zero new shooting. Put those saved hours into Reels or into answering DMs, which actually converts.

If Facebook is holding steady, keep it. Some accounts really do better there, and the dashboard will tell you.

Do this once a quarter instead of once a year. Save a screenshot each time. When a client asks in month three why you post less on Facebook, you show the screenshot instead of arguing.

When Facebook still wins

A few cases where I wouldn't cut it:

  • Local service businesses that live off Marketplace and local Groups. Plumbers, tuition centres, PG rentals, second hand furniture.

  • Audiences above 40, especially in tier 2 and tier 3 cities.

  • Anything with a real community group behind it, like school alumni or housing societies.

  • Businesses that get actual inquiries through Page messages. Check that inbox before you decide anything.

If none of that fits the account, Facebook is a mirror. Post the same thing there and move on with your day.

If you sell social media services

Here's a pitch you can steal. Offer the 90 day reach audit as a free first step, before any retainer talk. It costs you ten minutes, it makes you the only person who bothered to check, and it usually ends with the client agreeing to a better split on their own. People don't argue with their own dashboard.

While you're in there, update your packages too. If you charge the same for a Facebook post and a Reel, you're pricing 2018 work. A Reel needs shooting, editing, sound choice and a hook that lands in two seconds. A Page post is a copy paste. Price them differently.

One caution

Don't over-rotate on this. Instagram beating Facebook in the EU doesn't mean every rupee belongs on Instagram. WhatsApp is still where most Indian buying conversations end up, and YouTube is still where long attention lives. This report tells you the direction of one shift inside Meta. Use it to fix your posting split, not to rebuild your whole plan.

So go check the dashboard this week. If Facebook is genuinely carrying you, you'll know in ten minutes, and you can stop feeling guilty about keeping it.
